Federal Early Retiree Reinsurance Program

Attached to this email is the response from the city to our request that the city pursue the funds available under the federal Early Retiree Reinsurance Program for reimbursement to the city for health care cost associated with early retirees - those between the ages of 55 and 65 and ineligible for medicare. Most disturbing in the city's response are paragraphs 4 and 5 and that the city can and may use these funds to reimburse costs other than to reduce early retiree health insurance premium costs. We don't need to respond back to Mr Willett, a mid-level bureaucrat, as he will not be involved in any decision as to how the funds are used. I think it is by design that a higher-up in HR did not author this letter. The mayor is ignoring our issue and wants it to go away. Send your responses to Mr. Willett's letter to the mayor and council and make sure that they have a clear understanding that any funds obtained by the city under this program are used solely to the benefit of early retiree health insurance costs and not to continue to balance the city budget on the backs of retirees.
